I recently came across an article in the journal European Judaism arguing that the Doctor is the most Jewish character on British television adding to your British immigrant reading. (I think the article was overly reliant on a reading of Doctor Who that saw Sydney Newman as its onlie begetter, and possibly on an overly romanticised view of Jewish identity as being focused on outsider status.)

Sydney Newman's identity is complex - he's Russian Jewish by descent but very much outwardly embraced his wife's family's Scots-Presbyterian Canadian identity, and then became a sort of professional British patriot when working for ABC Television and the BBC. Verity Lambert's Jewishness has often been foregrounded; but Anthony Coburn's Australian-Irish Catholicism was a huge nfluence on the Doctor too; and I know work is being done to sort out David Whitaker's early life and career which *might* be much more establishment than any heretofore mentioned!
